After studying theology in Zadar, he moved to Vienna, where he studied classics and archaeology. He was named curator of the archaeological museum in Split and was put in charge of all Dalmatian antiquities. At Bihać, the capital of Bosnia-Herzegovena, he founded an organization for the preservation He led expeditions throughout Croatia, especially in Solin. In a monastery he discovered a basilica containing the tombs of St. Domnius (ca. 300 CE), martyred during the persecution of Christians by Diocletian and of his successor St. Vanantius of Salona (d. 259 CE). By leading a number of other expeditions in Dalmatia, he made substantial contributions to Christian and Croatian history in the area. In order to preserve the history In 1898 he found the foundations of the Church of Saint Mary and the Church of St. Stephen, with the tombs of many Croatian rulers, including the church’s patrons, King Michael Krešimir II (d. 969) and his wife, Helen the Glorious of Zadar, (d. 976). He discovered and reconstructed an inscription of Duke Trpimir, a Croatian duke who ruled from 845 until his death in 864, greatly enlarging our knowledge of the royal succession in medieval Croatia.
Bulić represented Split in the parliament of Dalmatia, and Dalmatia in the Imperial Council in Vienna, the parliament of the Austrian Empire. He resigned in 1929 when the Kingdom of Serbs, Croats, and Slovenes was changed by King Alexander I (1888-1934).
One of the early investigators of archaeology, Bulić was able to reconstruct the beginnings of the Salonitan church, compiling a chronotaxis of its bishops and martyrs, with his collaborator J. Bervaldi. In 1894 Bulić founded the organization for the preservation of history from the age of Croatian national rulers. His reputation helped Split and Solin host the first International Congress of Christian Archaeology in 1894. He was also a member of many local and international archeological organizations. Among his most notable publications are Hrvatski spomenici u kninskoj okolici uz ostale suvremene dalmatinske iz doba narodne hrvatske dinastije (Croatian monuments in the Knin area and Dalmatia from the age of Croatian national dynasties), Palača cara Dioklecijana u Splitu (Palace of Emperor Diocletian in Split), Stopama hrvatskih narodnih vladara (The steps of the Croatian national rulers).
